When does a planning application need a noise assessment?
The National Planning Policy Framework (NPPF) and its associated guidance require a noise impact assessment in a range of situations. The most common are:
- New residential development near a classified road, railway or industrial noise source
- Change of use to residential, including office-to-residential and commercial-to-residential conversions
- New commercial, retail or industrial development close to existing residential properties
- HMO conversions and apartment schemes where internal acoustic performance is a planning condition
- Applications adjacent to licensed premises or entertainment venues
- Any scheme where the local authority has requested an acoustic report as part of pre-application advice

BS4142 Mixed Use and Commercial Development
