When does a planning application need a noise assessment?

Local Planning Authorities require a noise assessment for a wide range of situations, such as:

Meeting City of York Council's noise requirements

Residential development (ProPG and BS 8233)
For new residential development near roads, railways or other noise sources, City of York Council follows national NPPF policy and expects assessments prepared in line with ProPG and BS 8233. We assess external noise levels, provide internal noise predictions and specify the required facade treatments, including glazing, trickle ventilators and acoustic ventilation, to meet the criteria in habitable rooms and outdoor amenity spaces.
Commercial and mixed-use (BS4142)
Where commercial or industrial noise may affect residential receptors, or where new residential use is proposed near an existing commercial noise source, we carry out BS4142:2014+A1:2019 assessments. This is commonly required for mixed-use schemes, food and drink, retail and any development with external plant such as air conditioning units or condensers.
Construction noise (BS5228)
Where construction activities are proposed near occupied properties, we prepare a Construction Noise and Vibration Assessment in accordance with BS5228 and, where required, a Construction Noise Management Plan to satisfy City of York Council's pre-commencement conditions.
Condition discharge
Where planning permission has been granted subject to acoustic conditions, such as an internal noise validation or a plant noise assessment before occupation, we handle the discharge directly with City of York Council.
